The Harbor Maintenance Fee (HMF) is a fee levied by U.S. Customs and Border Protection (CBP) for goods imported via ocean freight through U.S. ports. The fee is calculated based on 0.125% of the declared shipment’s value on the commercial invoice, without a minimum or maximum fee. It is intended to fund the maintenance of U.S. ports and harbors by requiring those who benefit from the maintenance of ports to share the cost.
